Ingredients

Scale
  • 3 cups all-purpose flour
  • 1/2 teaspoon salt
  • 1/4 teaspoon baking soda
  • 1/4 teaspoon cream of tartar
  • 1/2 cup (1 stick) unsalted butter (softened)
  • 1/3 cup vegetable oil
  • 2/3 cup light brown sugar (packed)
  • 1/2 cup powdered sugar
  • 1 large egg (room temperature)
  • 1 tablespoon milk
  • 1 tablespoon vanilla extract
  • 2 (10.5 oz) bags chewy caramels (unwrapped)
  • 2 tablespoons milk
  • 2 teaspoons salt
  • Flaky sea salt (for garnish)

Instructions

  1. Preheat the oven to 350°F and line two baking sheets with parchment paper.
  2. In a medium bowl, whisk together flour, salt, baking soda, and cream of tartar; set aside.
  3. In a large mixing bowl, beat the softened butter, vegetable oil, brown sugar, and powdered sugar until smooth. Add the egg, milk, and vanilla extract; mix until combined.
  4. Gradually incorporate the dry ingredients into the wet mixture until just combined.
  5. Roll dough into golf ball-sized balls and place them on prepared baking sheets with space in between. Create an indent in each ball using a measuring cup.
  6. Bake for 8-10 minutes until lightly golden; let cool on the sheet for 5 minutes before transferring to wire racks.
  7. For the filling, melt caramels with milk in a microwave-safe bowl until smooth; stir in salt.
  8. Drizzle melted caramel into cookie indents and top with flaky sea salt before it sets.
